Where the location of processing is the compliance question.
For export-controlled and program data, the issue is rarely whether a model is capable. It is whether the processing happens in a place, on hardware, and under an access regime that the contract and the regulation permit.
Strata's control set was designed against FedRAMP Moderate and CMMC Level 2 from the outset, and the enclave product exists precisely for data that cannot leave a site.
Strata does not currently hold FedRAMP authorization or CMMC certification. The control set has been designed against those frameworks; we will not describe a certification as held until it is issued.

What usually blocks the project
- Export control obligations that attach to the technical data itself and follow it wherever it is processed.
- Contractual flow-downs from primes that restrict subprocessors and processing locations.
- Requirements to evidence, not merely assert, where and by whom data was handled.
- Model provenance questions where non-domestic weights are unacceptable to the customer or the contracting officer.
